
Barry Wingard
Barry Wingard is a US attorney and global counsel to Al Oula Law. He officially joined the firm in January 2014 after thirty years of service in the United States Department of Defense. He completed his B.S. in Criminology at Penn State University in 1991 and his J.D. at Valparaiso University School of Law in 1995. He is fully licensed to practice in Pennsylvania and Federal Court system of the United States since 1997.
He received a military education and retired from the US Air Force September 2014 achieving the rank of Lieutenant Colonel. In his capacity as a military attorney, he was a defense attorney for those accused in Guantanamo Bay, Cuba; a prosecutor in Baghdad, Iraq; as well as a war crimes investigator in Bosnia Herzegovina; and a contracting attorney in Kosovo.
He has extensive experience in the civil practice specializing in areas of Business, Criminal, Family, Real Estate, and Personal Injury Law. At al Oula Law, his focus is on commercial and contractual transactions, serving in his capacity as legal counsel.
He has eighteen years of international law training in both the military as well as the private sector. During much of that time, he has focused on commercial and contractual transactions in the Middle East.
